But the racism isn't in the test, or (necessarily) the Baltimore Police Department. It is in the educational system that, because he is Black, considers him incapable of learning, and thus never asks him to. Or, alternatively, in the political Party (*cough* Democrat *cough*) that is more interested in getting large donations from the teachers' unions than in making sure that the teachers employed in the public schools aren't mouth-breathing morons.C.
